The Great Depression hits HPOA...again.

In a stunning recreation of The Great Depression, all productivity and enthusiasm seemed to exit the room, probably to get coffee and never return.
The committee remains unmoved by their agenda's severity, with most delegates sitting idle and doing nothing but passing chits across the quiet room. Empty, un-impactful speeches were met with silence even when the chairs desperately begged for POI's.
In an attempt to resurrect the committee, the dais asked if ANYONE would like to raise ANY motions. The response was so underwhelming that even the crisis team felt so bad they threw in a catastrophe to give these delegates a reason to feel alive.
With the crisis in play, the committee finally showed some spirit with senators jumping up at the
opportunity to interrogate the accused, along with the occasional informal argument almost...every 5 minutes.
Will the senators and ministers rise to the challenge and wake up to keep their dying committee afloat?
Only time (and perhaps another conveniently manufactured crisis) will tell.
